The PNG records the frame exactly as the decoder produced it, and PNG compression itself loses nothing — so no quality is lost on top of the video. It cannot add back what the video never had, though: the frame was compressed when the video was made, so any softness or blocking already in it is part of the picture. A PNG of a frame is the best possible copy of that frame, not a better version of it.
A video only holds frames at discrete moments — 25 or 30 a second, typically — so there may be no frame at the exact instant you chose. convrtr takes the last frame at or before your point, which is what a video player shows at that moment. If the gap is large enough to matter, it tells you which frame it used.
Only if file size matters more than fidelity. JPEG would re-compress a picture that has already been compressed once by the video codec, and those two lossy passes compound into visible artefacts — especially on flat areas and edges. PNG avoids the second pass entirely.
